JOB Disruption

The Department of Technology Services (DTS) and Department of Human Services
(DHS), Office of Fiscal Operations (OFO) are in the process of re-platforming
their Contract Approval Payment System (CAPS) and optimizing it to run in AWS.
Payments for DHS providers are paid through CAPS. A Contracted Developer with
REST and AWS experience is needed to assist with these efforts. The contractor
will help with APIs (REST). There is also an Admin App that needs to be
rewritten (currently in Apache Wicket). Other cloud modernization activities a
contractor would assist with include adding security, including OAuth2. Tomcat
will be used as the default web server. The Bureau of Contracts Management
System (BCMS), which is another OFO application that sharesa database with CAPS
also needs to be upgraded. The application needs upgraded logging, monitoring,
Spring, Hibernate, and iText. We will also be working on Spring Security and
moving the code to GitHub. Additional security includes adding OAuth2. The
business users would also like to add contract monitoring and rates
functionality. These tasks would be supported with one additional Contracted
Developer.


The Scope of Work is to provide IT consulting services, on a fee for hourly
services rendered basic, to migrate CAPS to Tomcat and to optimize BCMS. Hourly
rates are fully loaded (includes all costs to provide the IT consulting
services). Positions may be remote within the United States. The two Contracted
Developers may work individually on CAPS or BCMS or both applications in tandem.
