OLH Technical Services, LLC., a subsidiary of Three Saints Bay, LLC, and a government industry leader, is looking for an Evaluation Specialist – Language Studies to join our Team!
Responsibilities:
Evaluate the impact of SLS foreign language training programs on graduates’ effectiveness in advancing the Department’s foreign policy objectives through use of quantitative and quantitative methods and research.
Produce evaluation products, including impact, process, and performance evaluations
Design and conduct quantitative, qualitative, and mixed-methods data collection and analysis
Curate existing research from both USG and non-USG sources.
Generate relevant findings, conclusions, and recommendations to improve SLS policy and/or program effectiveness.
Advise SLS senior leadership on how to use evaluations to inform and improve programs that advance foreign policy objectives.
Assist with budgeting, scheduling, and other planning tasks for SLS evaluation activities.
Design and lead evaluation capacity building activities for SLS, including developing and delivering training modules and job aids.
Requirements:
US Citizenship.
An Active Secret clearance.
Bachelor’s Degree.
Post baccalaureate degree in one or more relevant social science fields, including psychology, sociology, economics, education, public policy, or applied linguistics.
Three (3) years’ experience in positions where conducting evaluations of education programs was the primary duty (more than 50% of the time).
Extensive experience designing and managing evaluations and generating and disseminating evaluation findings and recommendations.
Knowledge and experience in developing evaluation methodologies for education or training programs in K-12, higher education, nonprofits, adult training institutions, and/or U.S. Government institutions.
Experience designing and implementing quantitative and qualitative data collection instruments, including surveys, interviews, focus groups, observations and site visits, case studies, and document reviews.
Experience using relevant software packages (SPSS, Stata, R, nVivo, Tableau) to analyze and visualize data.
Strong ability to work in a team environment on high priority initiatives.
Strong critical and creative thinking and analytical skills.
Strong written and oral communication skills.
High level of initiative and ability to work independently.
Position is in Arlington, VA.
