Eagle Harbor, LLC, a subsidiary of Three Saints Bay, LLC, and a Federal Government Contractor industry leader, is seeking a Program and Financial Management Specialist / Consultant.



Responsibilities:

Provides program and financial management support for Major Acquisition Program(s).
Provides support for federal budget development/management, financial management, Earned Value Management (EVM, and in drafting reports to senior levels and external oversight (DHS, GAO).
Works with the Resource Management team to research and draft responses for open obligation validations, INVEST updates, population and refinement of out-year budget, and CASR updates as needed.
Provides budget development support for drafting Capital Investment Plan (CIP) updates, creation and updates of spend plans, reconciliation of spend plan with APMS reports, and researching, drafting, and updating travel budget/travel ceilings.
Provides Earned Value Management support in accordance with the FAR; OMB Circular A-11 Part 7, Capital Programming Guide; and the Department of Homeland Security Acquisition Manual (HSAM).
Supports the monitoring of contract performance and identifies early indicators of possible cost or schedule challenges.
Supports EVM as a program management technique to track technical performance in the context of schedule and cost.
Reviews and analyzes and provides cost analysis, metric development and edit various acquisition MSAM and DHS Directive 102-01-001 program documentation.
Generates financial reports, presentations, and position and issue briefs based on specific Surface program fiscal guidelines.
Supports all financial meetings by establishing agendas, providing, and updating the execution and obligation tracking documents and providing the program leads with the associated financial correspondence and recommendations related to program funding.
Supports the monitoring of project level and task level financial data and create and track metrics to establish a continuous monitoring method and associated report for shipbuilder cost, schedule, and performance.
Performs quantitative assessments and reports.
Conducts statistical analyses and provide technical reporting of all incoming financial related data.


Requirements:

US Citizen
Ability to pass a pre-employment background check
Active Secret Clearance
DHS/DAWIA Project Management Level III or active PMP or PgMP certification.
Fifteen years supporting Major Acquisition Program(s) (DHS/USCG Level 1, DoD ACAT I or equivalent) and Acquisition Program portfolios.
Extensive experience in federal budget development/management, financial management, Earned Value Management (EVM) support, and support in drafting reports to senior levels and external oversight (DHS, GAO).
